Access Self Storage are currently working on new proposals to redevelop the existing Enterprise House site, located at 203 London Road, Staines TW18 4HR.
This website has been launched to help local residents and business find out more information about the draft proposals and also provide an opportunity to give feedback prior to the finalisation of a planning application to Spelthorne Borough Council.
We are keen to hear everybody's views, and as you can see elsewhere on this website, we are organising a drop-in session at Enterprise House which everyone is welcome to visit and view the plans and meet the team working on the project. For those that can’t make the drop-in session, we are also holding a live presentation (webinar) via Zoom.
Current status
The approximate 1 acre site is located on the London Road (A30), just over 2 Km east of the M25 motorway. It is around 750 metres to the north east of Staines railway station and within a 15-minute walk of the town centre.
To the immediate east of the site is an existing self-storage facility operated by Safestore. Immediately neighbouring to the west of the site is the North East Surrey Short Stay School (NESSSS) plus the plumbers’ merchants which is located at the junction of London Road and Stanwell New Road. The plumbers’ merchants is under separate ownership and does not form part of the proposals being brought forward by Access.
Enterprise House is currently only partially occupied and functions as an office for Enterprise Rent-A-Car. The 3,084 sq. m building and its associated 100 car parking spaces (some on a two-storey deck on the northern boundary of the site) has a single access and egress off London Road.
Demand for offices in out of town locations such as this has decreased significantly since the COVID-19 pandemic and the entire ground floor of the building is vacant. Enterprise Rent-A-Car no longer wish to remain in occupation beyond their lease expiry.
Draft proposals for local consultation
We’ll be displaying the draft plans at the drop-in session on Thursday 19th October and also showing them at the live presentation (webinar) on Monday 23rd October. We will also make the information presented available on this website.
In summary, the proposals seek to demolish the existing building at the site along with decked car park and provide brand new self-storage space of 9,939 sq. m along with some 563 sq. m of flexible office space.
Access successfully operates flexible office space alongside its storage units as this is attractive to small and medium-sized businesses who can have their office and stored goods/supplies alongside each other for efficient operation and distribution.
The company is confident that there will be good demand for the amount of office space provided which will be located on the London Road frontage on the ground, first and second floors, the higher levels offering views over Shortwood Common.
The proposals also include new landscaping on the London Road frontage which will introduce a new, green feel to the most visible part of the site along London Road. There is no landscaping or planting at this location at present.
The proposed storage units range in size and are designed to meet the needs of both domestic and commercial users. They will be provided on all levels of the proposed new building from ground floor to fourth floor.
The proposed ground floor extends northwards just over half way of the length of the site and to its rear will be the service yard contained in an undercroft beneath the first floor of the new building. The Access Reception will be located adjacent to the service yard next to the entrance to the ground floor storage units and the lifts to the upper floors.
As the building reaches its fourth floor, it is proposed to be set back by approximately 4 m so that the massing of the western elevation is sensitive to the neighbouring school and the nearest residential properties in Stanwell New Road, Farnell Road and Bremer Road.
The proposed materials include a grey brick base to the building then the use of light grey, blue and light blue cladding. There will be no windows on the western façade meaning that the school building and its playspace as well as the facing properties on Stanwell New Road will not be overlooked.
The service yard beneath the first floor has been specifically designed to allow for a sufficient turning circle of 25m, meaning it can accommodate the expected vehicles which will include cars, vans and some lorries.
The existing access to Enterprise House off London Road will be retained and this will be the only way in and out of the redeveloped site.
Self-storage facilities are lightly trafficked as goods and materials tend to be stored on site for extended periods of time. A comparison has been undertaken of the expected trip attraction of the proposed self-storage facility and the existing office use, which indicates that the proposed use of the site would generate significantly fewer trips than the current use if fully operational.
The traffic analysis which shows this will be made available as part of the eventual planning application.
Cycle parking will be provided for use by staff and visitors. Car parking for storage use has been provided at a level to accommodate predicted levels of demand based upon the survey of the similar Access Catford store, whilst office car parking equates to a provision of 1 space per 31 square metres, in accordance with Surrey County Council car parking standards.
There will be 19 car parking spaces at the London Road frontage for the offices including two blue badge bays and four bays with electric vehicle charging points. The rear service yard will have 17 parking spaces capable of accommodating vehicles of different sizes and also including one blue badge bay and a further four bays with electric vehicle charging points.

With all their development proposals, Access places great importance on engaging with the local community and listening to and acting on feedback prior to any planning application being finalised.
